Senators,
With the creation of this forum I have introduced the concept of "citizenship" and I feel it's worth a discussion on what that should mean.
Ultimately, this forum presents us with a major solution in our democracy. Namely, ensuring a secure system where we ensure every player only has one vote. "Citizenship" would be the process of nations "registering" to vote. Only citizens would have access to the subforum where voting takes place.
Why this change? In the past, we've used polls on Nationstates.net or Google Forms to conduct elections. Both of these methods are vulnerable to those who may seek to commit electoral fraud. This system will help ensure one vote per player in every election.
That being said, I do not want to leave those who prefer not to join the forums completely in the cold (though I think we should encourage all nations to be involved here). I believe some rights should be extended to all residents, while others like voting are enjoyed by citizens.
I believe we need a larger discussion here, followed by some kind of law to ensure everyone is on the same page. I am eager for your thoughts!

I am just trying to think exactly what rights off-site residents will need. They won't be voting in our elections and they can't be prosecuted for meta crimes since I believe any offense they do on the RMB will fall under the purview of admins and that our meta judicial system will be on the forum. Maybe our rights regarding freedom of speech and all that would apply to residents? Just trying to think of scenarios.

I think joining the forum and completing the citizenship process are good requirements for voting and running for public office. I think we should outline this in a law to help clarify how citizenship works in Venice.

I suggest R1 to be worded to "(R1) All legislation will apply to residents when applicable". It is simpler and not all of our legislation will be related to offsite residency especially with so much being related to stuff going on our forum.
