Most serene Senators,
As you have seen it fit to vest in me the powers of the Counsellor for Diplomacy, I should like to discharge the duties of this office in a manner within the greatest interest of the Republic.
There are, to my knowledge, currently no provisions in place on the power of the Counsellor for Diplomacy (and ultimately the Supreme Council) to conduct the foreign affairs of the region. While I believe that most matters of day-to-day diplomacy fall under the purview of said office, there are certain questions – such as the drafting and signing of treaties or, perhaps, the establishment of mutual embassies – that must surely receive the consent of the people through the Senate before becoming the official foreign policy of the Republic.
I, therefore, think that this matter should be discussed before any steps are taken that may be found in contravention of the interests of the region and would suggest that the Senate consider drafting legislation to clearly define the limits to the powers of the Counsellor of Diplomacy. In the meantime, I pledge to work diligently on extending our inter-regional relations and keep from assuming any plenipotentiary power in matters of regional importance.

Yes, I think we need to clearly define what you can and cannot do. But with treaties the constitution gives that power to the Doge. I think the Councillor of Foreign Affairs should have embassy power in the region and should be the head diplomat.

I think this is a worthy discussion. For the record, however, I do think it goes without saying that the Doge can delegate any of his explicit power to his deputies (unless we don't think it goes without saying and would like to encode that idea explicitly).

I agree that you can delegate your power to the supreme council but it does make sense to outline what the supreme council can and can not do.

I don't think the Councilor would need legislative approval for embassies and I don't think that would be necessary anyway. I do want to remind everyone this is in our Constitution: "(L5) The Consiglio shall be responsible for providing a democratic check on the powers of the Doge. This includes confirming executive appointments, ratifying treaties and declarations of war, and challenging other executive actions." So, we do already have checks on the Supreme Council codified in our Constitution.

I think we should amend the constitution and add that the Doge can delegate his power to the Supreme Council.

For the sake of gender-neutral language, I would suggest changing "he" to "they" and "his" to "their".
